Identification of emissions hotspots and reduction opportunities
We work with clients to analyse an organisation’s or sector’s operations to identify areas that produce the highest levels of greenhouse gas (GHG) emissions. This includes energy-intensive processes, fossil fuel consumption, transportation, supply chains and facilities.

Our cost-benefit analysis (CBA) of decarbonisation measures service involves evaluating the economic costs of implementing strategies to reduce carbon emissions against the anticipated benefits, both direct and indirect.

Feasibility studies & project development
We help our partners understand the techno-economic feasibility of renewable energy options, using modelling, multi-criteria analysis, environmental assessments and regulatory reviews. We work with clients to explore process options and set priorities for implementation.

We help clients accurately measure, document, and communicate their ESG performance in line with relevant standards, regulations, and stakeholder expectations.

This includes identifying which ESG frameworks are applicable to the client’s industry and jurisdiction, gathering and verifying relevant data, and preparing reports that address these requirements.

Loan Luong
Loan is AMPERES' Energy Transition Program Manager at the Alluvium Mekong team. Loan has 13 years of experience in development projects and working on both sides of climate actions. She has managed climate resilience initiatives and urban resilience with local governments; and coordinating with Vietnam's climate adaptation business communities. <br><br>On mitigation side, Loan facilitated several initiatives for The Asia Foundation, including high-level panel discussions on Carbon Border Adjustment Mechanism (CBAM) and Extended Producer Responsibility (EPR) with the Vietnam Business Forum (VBF). <br><br>At AMPERES-part of Alluvium, she managed the Future of Electricity Vietnam (FE-V) and advocates for community renewable energy models. She also worked in Ethiopia for a project to support the Ministry of Mines and Petroleum under a grant from the Global Affairs of Canada. From July to Dec 2024, Loan also was an active member of the Thematic Committee (TC) for Just Coal Transition Platform chaired by the World Bank and ETP.

Tarek Ketelsen
Tarek Ketelsen is an environmental systems engineer with 20 years of experience across 17 countries. He began his career in Environmental Impact Assessments (EIAs), flood studies, and engineering design in the mining sector of Western Australia and the Northern Territory. In 2008, Tarek moved to Vietnam, where he focused on integrated environmental assessments, energy transition, climate resilience, eco-hydrology, hydrological modelling, river basin planning, and policy formulation.<br><br>Tarek has led or contributed to 60 international development projects, including a Strategic Environmental Assessment for Mekong hydropower and designing a water resources program for Myanmar showcased in Australia's 2017 Foreign Policy White Paper. From 2022-2025, he led Australia’s flagship energy cooperation program with Vietnam, supporting its rapid energy transition. He has worked on policy and planning projects for governments in Laos, Vietnam, India, Nepal, Cambodia, and Myanmar.<br><br>In 2015, Tarek founded AMPERES, specializing in energy transition and environmental resilience. In 2025, AMPERES joined the Alluvium Group, where Tarek now serves as Director and Technical Lead for the Mekong region.

Kha Nguyen
Kha Nguyen is the Energy Transition Coordinator based in HCMC office, bringing a well-rounded academic background in International Relations and proven expertise in project coordination and relationship management to her role in advancing energy transition initiatives. <br><br>Prior to joining AMPERES – Alluvium, Kha supported organising and executing high-level events and policy dialogues on energy transition, working with organizations such as GIZ Vietnam, AHK Vietnam, and Forbes Vietnam. At AMPERES, she is behind producing a monthly digital newsletter focused on Vietnam's energy transition and fostering the implementation of key energy projects, including the Future of Electricity-Vietnam (FE-V) initiative.
