Technical support to the process of amending Vietnam’s Law on Water Resources
During 2022-2023, the Government of Vietnam was poised to amend its Law on Water Resources to set the water sector up to respond effectively to new and emerging challenges and to ensure water security in the future. As part of this process, there was a desire to incorporate policies and best practices from Australia and other jurisdictions. The Department of Water Resources Management (DWRM) within Vietnam’s Ministry of Natural Resources and the Environment (MONRE) led the amendment process. The Australian Water Partnership (AWP) supported MONRE by funding Australian and Vietnamese experts in water law and policy to advise MONRE on proposed and potential further legislative amendments and related policy options.
This project’s objectives include:
Providing technical support to MONRE-DWRM on the process of amending the 2012 Law on Water Resources, using experience from Australia and international best practices and promoting climate resilience and GEDSI
Building the capacity of DWRM, relevant departments within MONRE and line ministries (in a way that also promotes GEDSI) to develop comprehensive and relevant amendments to the 2012 Law on Water Resources
Providing guidance to DWRM on policy areas that are being developed as part of the Law amendment process.
Building strong diplomatic and technical relationships between Australia and Vietnam and deploying Australian expertise in line with the strong demand for this based on Vietnam and Australia’s shared aspirations to improve the use of water and optimise the value of scarce water resources.
AMPERES’ missions of this project include:
Leading a team of national specialists in building a bridge between the needs and aspirations of DWRM drafters in developing the amended Law on Water Resources (LWR) and the Australian experience;
Supporting the interpretation and communication of ideas, concepts and precedents;
Overall coordination and facilitation of the project activities, including organising virtual/in-person meetings and supporting the organisation of the study tour.
